The Us Center for SafeSport has permanently banned Kevin 'Scott'Morris, a former contractor and director of the USA CRITS series, from engaging in activities and competitions with USA Cycling.
Safe Sports lists "permanent disqualification" rulings obtained from a centralized disciplinary database on the nonprofit website for "Criminal Disposition – including Minors" and "Criminal Disposition–Sexual Misconduct" dated 2023/9/27. Morris accepted the "Contest Plea for Computer Service Crimes" because the listed criminal disposition items relate to an incident prior to 2007 and were not later prosecuted.
It has been 2 years since Safe Sports temporarily suspended Morris for alleged misconduct. At that time, 2021/9/14, Safe Sports did not disclose the nature of the allegations.
"It [this issue] was about legal matters that were resolved long ago. I never did not claim my innocence in these matters," Morris told Cyclingnews on Tuesday. "These issues were the result of the sexual misconduct charges being dismissed before I got the [USA Cycling] license in question. There was no contest plea for computer service crimes. I hate weaponizing SafeSport to hurt me and sport under the pretense of someone else probably."
Morris also told Cyclingnews this week that he had rejected the appeal process in 2023SafeSport and "There was no guarantee that I could get an independent arbitrator, because the additional harm had been frankly already done." I just want to move on.
In 2021/10, Cyclingnews reported that Morris was temporarily suspended by SafeSport because of allegations of misconduct. The issue came to light after MANY U.S.-based teams SHARED on SOCIAL MEDIA that they would pull out U.S. CRITS FOR "revelations" about race organizations hiring individuals who are undergoing safe sports suspensions.
Los Angeles' Aevolo and L39ION were the first teams to be pulled away from the 2022 Critical series, which ended for the season and was about to resume in 2. Many events including Tarsataf also withdrew from consideration to continue the series.
The team and event said on social media that it was unacceptable that Swagger LLC, which is organizing USA CRITS, which had hired Morris as a contractor, had not fired him directly. A Swagger spokesperson said Morris followed Safe Sports guidelines when he was suspended in 2021/9/14 and "restricted him from contact with events and athletes."
After 4 years of management with Swagger, Morris's employment with the company ended shortly after a social media post by teams in 2021/10. Later that month, Morris spoke briefly with Cyclingnews, claiming that the suspension was triggered when he took part in the Criteria race earlier that year, and someone alerted SafeSport of his past.
"There was a temporary finding of measures taken based on some past accusations I had 15 years ago, but it was dismissed," Morris said of the temporary suspension at cyclingnews in an interview in 2021-10.
Morris was arrested in Georgia in 2007 on a count of 2 felony counts of sexual exploitation of children after detectives allegedly found files and sexually explicit images of children on his computer, according to the Associated Press.5 At the time of the arrest, Morris was working in the Georgia County Chamber of Commerce, and he was on bond and under house arrest for 20 counts of child pornography in Virginia from 20 2004, the AP story said.
He was charged in Georgia in 2008 for 11 counts of sexual exploitation of children related to "films and images of minors engaged in sexually explicit acts" that were alleged to be on his home computer, 45 times. Morris pursued the appeal process through the Georgia Court of Appeals, which lasted until 2013.
All charges were later "waived", according to reports, with Morris accepting "no contest plea to computer service crimes". He was always protesting his innocence, and no charges were pursued.
Safeport cannot comment on the details of the Morris case, but the nature of the criminal disposition is based on "participants subject to or subject to the disposition or resolution of criminal proceedings, except for an acquittal," according to the Safeport Act. Criminal dispositions include "admission to a conviction of a crime or a violation of a crime, a plea for an accusation or a lesser included crime", conditional dismissal or other arrangements.
The Code for Safe Sports states that "It is a violation for a participant to engage in or tolerate a prohibited act", which includes "criminal charges or dispositions" The recent ruling from the investigation did not include any new charges against Morris.
