Domingos Gonçalves Charged with Violation of Biological Passport, UCI Moves to Suspend Caja Rural

The Caja Rural Seguros RGA team will be suspended by the UCI after one of its riders, Domingos Gonçalves, was notified of an anti-doping rule violation (ADRV).

Gonçalves received an ADRV for "use of prohibited substances based on abnormal values detected in his biological passport in 2016 and 2018," the UCI announced on Thursday.

What is unusual in this case is that the team's other doping positive, another biological passport case, was by former athlete Jaime Rosson, who was under a two-year contract with Movistar until he was banned for four years as a result of an ADRV in February.

Rosson and Gonçalves were teammates at Caja Rural in 2016, but were not on the same team this year when the doping case was uncovered.

Gonçalves is serving a provisional suspension pending a ruling, but the UCI considers him the second ADRV in the Caja Rural-Segros RGA. Rosson's abnormality dates back to 2017, and Gonçalves' 2016 abnormality is in the "same 12-month period (2016-2017)," which triggers Article 7.12.1 of the UCI Anti-Doping Rules, which provides for a 15- to 45-day suspension.

The UCI Disciplinary Committee is responsible for determining the length of a team's suspension.

Since 2016, Gonçalves moved from Caja Rural to the Continental team Radio Popular Boavista, where he raced for two seasons before returning to Caja Rural in 2018. His only victories came in his home country, where he won two time trial victories, the 2018 road race championship, and a stage win at the 2018 Volta a Portugal.

Rozon's ban was retroactive to 2018, with an expiration date of June 26, 2022, disqualifying him for results from January 19, 2017 to June 27, 2018.

Caja Rural issued a statement saying that it had already terminated its contract with Gonçalves ahead of 2020.

"On Thursday, December 12, the team received a communiqué from the UCI announcing a provisional suspension of Domingos Gonçalves for an adverse result on his biological passport, months before he will be incorporated into our team in 2019," the team announced on Twitter, adding that there were no abnormalities in the athlete's numbers prior to his transfer to the team in 2019.

"As an advocate of credibility and fair play in cycling and in compliance with the UCI's anti-doping rules, the team is suspending its employment relationship with the athlete on an interim basis. In any case, as we already reported last September, Domingos Gonçalves will not be part of our team for the upcoming 2020 season."
